Terms of Use

These Terms of Use govern the use of the website, the participant panel and the related online services (together, the “Platform”) of the ITECX International Congress on Technology, Education and Contemporary Sciences (ITECX 2026). The Platform is operated by the Organising Committee of ITECX International Congress (the “Organiser”).

By visiting the Platform, creating an account or carrying out any transaction through the Platform, you confirm that you have read, understood and accepted these Terms. If you do not accept these Terms, please do not use the Platform.

1. Definitions

• Organiser: the Organising Committee of ITECX International Congress and the congress secretariat.
• Congress: the ITECX 2026 event to be held on-site in Rome and online on 30 November – 4 December 2026.
• Platform: all online interfaces, including the congress website, the participant panel, the reviewer and administration screens and the certificate verification service.
• User: any natural person who visits the Platform or creates an account, including authors, participants, listeners, reviewers and speakers.
• User Content: papers, abstracts, full texts, presentations, posters, payment receipts, declarations, comments and all other information and files uploaded to the Platform by a User.

2. Scope and Acceptance

These Terms apply to all use of the Platform. Participation in the Congress, paper submission, registration and payment are additionally governed by the Participation Conditions, the Cancellation and Refund Policy, the Ethics and Publication Policy and the Author Guidelines; these documents form an integral part of the Terms of Use. In the event of a conflict between a subject-specific document and these Terms, the subject-specific document shall prevail.

You must have legal capacity to use the Platform. Users under the age of 18 may use the Platform only with the consent of their legal representative.

3. Account Creation and Account Security

3.1. Accurate and up-to-date information

When creating an account, you must provide your first name, surname, academic title, institution, e-mail address and contact details accurately, completely and in up-to-date form. Your name is used in the congress programme, the proceedings books and certificates exactly as recorded in the system. The User is responsible for any consequences arising from inaccurate or incomplete information. Each person may create only one account; accounts may not be opened on behalf of another person or with false identity details.

3.2. Password and access responsibility

You are responsible for keeping your password confidential and for not sharing your account with others. Any action performed through your account is deemed to have been performed by you. We recommend that you choose a strong password that you do not use for other services and that you log out on shared devices. If you become aware of any unauthorised use of your account, you must change your password immediately and inform the secretariat.

3.3. Security measures

The Organiser applies reasonable technical and organisational measures to protect the Platform. Accordingly, access to an account or from a connection may be temporarily locked after a certain number of consecutive failed login attempts, sessions may be terminated after a period of inactivity, and password resets are carried out only via the e-mail address registered to the account.

4. Purpose of Use of the Platform

The Platform may be used to obtain information about the Congress, to submit and track papers, to carry out peer reviews, to register and report payments, to access acceptance letters and certificates, and to access the proceedings books. You agree to use the Platform only for these purposes and in compliance with applicable law, the principles of scientific ethics and these Terms.

5. Prohibited Uses

The following actions are strictly prohibited when using the Platform:

• attempting to gain unauthorised access to another user’s account, the administration screens, servers or databases, or circumventing or testing security measures without authorisation;
• collecting bulk data, personal data or content from the Platform by means of automated tools, bots or scraping;
• uploading or distributing viruses, malware or any code or files that may disrupt the operation of the Platform or place an excessive load on it;
• using a false identity, impersonating another person or institution, or submitting untrue declarations or documents (such as a forged payment receipt);
• uploading content that is unlawful, defamatory, discriminatory, threatening or harassing, or that infringes the intellectual property, personality or privacy rights of third parties;
• using, copying or sharing papers accessed in the capacity of a reviewer for any purpose other than review, or breaching the confidentiality of the double-blind peer review process;
• using the Platform to send unsolicited commercial messages, advertisements or bulk e-mails.

6. User Content and Licence Granted to the Organiser

Rights in User Content remain with their owners. By uploading content, you represent and warrant that you hold the necessary rights and permissions in that content, that you have obtained the consent of all co-authors of a paper, and that the content does not infringe the rights of third parties.

For the purpose of conducting the congress processes, the User grants the Organiser a non-exclusive, worldwide, royalty-free licence to forward the uploaded content to reviewers, subject it to similarity screening, include it in the programme, publish it in print and electronic form in the abstract and full-text proceedings books if it is accepted and presented, make it available on the website and archive it. Detailed publication terms are set out in the Participation Conditions and in the copyright declaration approved at submission.

The Organiser reserves the right to remove, disable access to or exclude from evaluation any content that it finds to be in breach of these Terms, the ethics principles or the law, with notice or, where necessary, without notice. The Organiser does not undertake to back up uploaded files; Users are advised to keep their own copies of their files.

7. Intellectual Property Rights

All rights in the logo, congress name, design, texts, images, software and database elements on the Platform belong to the Organiser or its licensors and are protected under the Law on Intellectual and Artistic Works No. 5846 and related legislation. Except for personal, non-commercial information purposes, these elements may not be reproduced, modified, distributed or used for commercial purposes without the Organiser’s written permission. Published papers may be quoted with proper attribution and in accordance with scholarly conventions.

8. Third-Party Links and Services

The Platform may contain links to websites operated by third parties, such as sponsors, publishing and indexing services, online session tools or map services. These websites are subject to their own terms of use and privacy policies. As the Organiser has no control over the content, security or availability of third-party websites, the Organiser cannot be held responsible for them.

9. Service Availability and Maintenance

The Organiser makes reasonable efforts to ensure that the Platform operates without interruption or error; however, access may be temporarily restricted due to scheduled maintenance, updates, security interventions, failures of infrastructure providers or force majeure. Scheduled maintenance is announced in advance wherever possible. To avoid being affected by heavy traffic close to deadlines, we recommend that you do not leave your transactions until the last day. The Organiser reserves the right to change the content, features and operation of the Platform.

10. Limitation of Liability

Although the information on the Platform is prepared with care, it is provided “as is”; programme, date, hall and fee information may be updated. Users are responsible for following up-to-date information on the relevant pages and in e-mail notifications.

To the extent permitted by law, the Organiser is not liable for problems arising from the User’s own device, internet connection or password security, for the unlawfulness of User Content, for third-party services, or for indirect damages resulting from the temporary unavailability of the Platform. This limitation does not apply to damages caused by the Organiser’s intent or gross negligence or to liability arising from mandatory provisions of law.

11. Suspension and Closure of Accounts

If the Organiser determines that these Terms, the Ethics and Publication Policy or the law have been breached, that false information or documents have been used, or that the security of the Platform has been compromised, it may temporarily suspend or permanently close the account concerned and exclude the related paper or registration from evaluation. Where possible, the User is informed by e-mail and given the opportunity to provide an explanation. Consequences relating to fees are governed by the Cancellation and Refund Policy.

Users may request the closure of their account by applying to the secretariat in writing. Closure of an account does not affect published papers, certificates already issued or records subject to statutory retention obligations.

12. Personal Data Protection and Cookies

Your personal data are processed in accordance with the Personal Data Protection Law No. 6698 (KVKK). For details, please see the Privacy Notice (KVKK) and, for the cookies used on the Platform, the Cookie Policy. Notifications necessary for the provision of the service, such as account transactions, paper status, payment approval and certificate availability, are sent to the e-mail address registered to your account.

13. Changes to the Terms

The Organiser may update these Terms in line with legislative changes, developments in the scope of the service or the needs of the Congress. The updated text takes effect as soon as it is published on this page with its “Last updated” date. Changes that materially affect Users’ rights are additionally notified to their registered e-mail addresses. Continued use of the Platform after a change constitutes acceptance of the updated Terms.

14. Governing Law and Dispute Resolution

These Terms are governed by the laws of the Republic of Türkiye. The parties shall first seek to resolve any dispute amicably by contacting the secretariat; disputes that cannot be resolved in this way fall within the jurisdiction of the courts and enforcement offices of Rome (Italy). The rights of Users who qualify as consumers under the Consumer Protection Law No. 6502 to apply, within the monetary limits set by law, to the consumer arbitration committees or consumer courts at their place of residence or at the place where the transaction took place are reserved.

The Organiser’s electronic records on the Platform constitute evidence within the limits provided by law. In the event of any discrepancy between the Turkish, English and Russian versions of these Terms, the Turkish version shall prevail.
