All papers submitted to the ITECX International Congress on Technology, Education and Contemporary Sciences (ITECX 2026) are evaluated through double-blind peer review to safeguard scientific quality and impartiality. This page explains the stages your paper passes through from submission to decision and publication, how decisions are made, and the responsibilities of authors and reviewers.

1. Core Principles

  • Double-blind review: The identities of authors and reviewers are kept mutually confidential. Reviewers see the title, abstract, keywords and uploaded file of the paper and have no access to author or institutional details. Authors, in turn, see reviewer comments under anonymous labels such as “Reviewer 1” and “Reviewer 2”.
  • At least two reviewers: Each paper is assigned to at least two reviewers who are experts in the field.
  • Confidentiality: Papers and review reports are treated as confidential documents; reviewers’ confidential notes to the committee are never shared with authors.
  • Conflicts of interest: Reviewers who work at the same institution as the authors or have close collaborative or personal ties with them decline the assignment. Papers authored by committee members go through the same process, and the member concerned takes no part in the decision.
  • Independence: Registration fees, sponsorship or institutional relationships have no influence on scientific decisions.

2. Stages of the Process

  • 1 June 2026: Call for papers opens
  • 30 September 2026: Abstract submission deadline
  • 10 October 2026: Early registration deadline
  • 20 October 2026: Review results announced
  • 1 November 2026: Programme announcement
  • 30 November – 4 December 2026: Congress (on-site and online)
  • 30 November 2026: Full-text submission deadline
  • 31 December 2026: Publication of the proceedings

3. Editorial Pre-Check

Before being sent to reviewers, every paper is checked by the Scientific Committee for:

  • fit with the congress scope and the selected subject area;
  • compliance with the Author Guidelines and completeness of the abstract and file;
  • removal of author identity from the file and its document properties;
  • a similarity rate below 20% excluding references and the absence of duplicate publication.

Papers that are out of scope or clearly breach ethical principles may be rejected without review; authors of papers with formal deficiencies may be asked to revise them.

4. Reviewer Assignment

Papers that pass the pre-check are assigned to reviewers by the Scientific Committee, taking into account the subject area and the reviewers’ expertise. With the first reviewer assignment, the status of the paper changes to Under Review. The assigned reviewer is notified by email, and the paper is listed in the reviewer’s Reviewer Panel together with the review due date. Reviewers can access the file only through this panel.

5. Evaluation Criteria

In the online review form, reviewers score each of the following criteria from 1 (poor) to 10 (excellent):

Reviewers also write reasoned, constructive comments to the author and confidential notes visible only to the committee in separate fields. A submitted review form cannot be changed afterwards.

6. Decision Types

Each reviewer selects one of the four recommendations below. The final decision is made by the Scientific Committee on the basis of the review reports; where recommendations clearly conflict, an additional reviewer may be consulted.

When a decision is recorded, the author is notified by email. Reviewer recommendations and comments to the author can be viewed on the paper’s detail page in the participant panel.

7. Revision Process

  1. Review the reviewer comments on the page of the paper whose status is Revision Requested.
  2. Update your file in line with the comments while keeping it anonymised.
  3. Upload the revised file (PDF, DOC or DOCX; maximum 20 MB) using the Upload Revision button. Each upload is stored with a new version number.
  4. After the upload, the paper returns to Under Review and the committee checks whether the revisions address the reviewers’ recommendations; where necessary, the paper is sent for another round of review.

Since the system accepts a single file for revisions, we recommend appending your responses to the comments to the end of the file as an anonymous response table. Revisions must be uploaded within the period communicated to you; revisions not uploaded on time may be excluded from evaluation.

8. Right of Appeal

Authors may appeal against a rejection decision by sending a reasoned appeal to info@itecx.international within 15 days of the date on which the decision was communicated. Appeals are examined by committee members who did not take part in the original decision and, where necessary, by independent experts, and are concluded within 30 days of the date of the appeal. The decision on the appeal is final. Appeals based solely on disagreement with reviewer opinions and containing no new scientific grounds may be dismissed at the preliminary stage.

9. Reviewer Responsibilities and Reviewer Certificate

  • Evaluate only papers within their expertise and decline assignments involving a conflict of interest by informing the secretariat;
  • complete the review by the due date shown in the panel and inform the secretariat in good time if a delay is expected;
  • keep papers confidential, make no attempt to identify the authors and not upload files to AI tools;
  • write reasoned and constructive comments free of personal criticism, and report any suspicion of plagiarism or data manipulation to the committee in the confidential notes.

Reviewers who complete their assignments receive a Reviewer Certificate with a unique serial number and QR code. The certificate can be downloaded from the My Documents section of the participant panel, and its validity can be checked on the Certificate Verification page. 10. After Acceptance and Contact

  • Acceptance letter: An acceptance letter for accepted papers can be generated in the My Documents section of your panel.
  • Registration and payment: For a paper to appear in the programme and the proceedings, at least one of its authors must complete the Registration form, upload the payment receipt to the panel and have the payment approved by the secretariat.
  • Fees are non-refundable: Fees paid are not refunded under any circumstances, including rejection of the paper. As the early registration deadline (10 October 2026) precedes the announcement of review results, we recommend paying after you have received the acceptance notification (Cancellation and Refund Policy).
  • Programme and presentation: Presentation days and times are included in the programme published on 1 November 2026. Papers that are not presented are not published.
  • Publication: Presented papers are published in the ISBN books of abstracts and full-text proceedings and made available on the Publications page. Authors wishing to appear in the full-text proceedings must upload their full texts by 30 November 2026.
